DELMER RODRÍGUEZ

Délmer has a Master’s degree in Criminology by the Autonomous University of Barcelona and José Matías Delgado from El Salvador. He is professor of Criminal Law in the Superior School of Economy and Business. He has received, in the University of Salamanca, Spain, diverse postgraduate courses in Criminology and Criminal Law; among his areas of interest are Criminal Law, Procedural Criminal Law and Criminology. Currently he is in the process of obtaining his PHD in Law by the Autonomous University of Barcelona and Jose Matías Delgado. In the nineties, he was member of the editor’s commissions of the projects of the Criminal Law and the Procedural Criminal Law in the Ministry of Justice. He was also Director of the public education and legal reforms of the Technique Executive Unit of the Justice Sector, Executive Director of Legal Security of the Governance Ministry; legal advisor of the Public Security and Justice Ministry. And Vice-Minister Public Security and Justice Ministry.

He has written diverse consulting papers and trainings such as the European Union programs to consolidate Police Institutions in El Salvador for the development of seminars and trainings on “Due Process and Human Rights”. He was member of the editor’s commission of the project of the Childhood and Adolescence Code. He is consultant of the Organization of American States (OEA) in the drafting of the study of precedents for a special antiterrorist project, among others consulting papers and investigations.

Mr. Rodríguez has a vast experience as professor, which has permitted him to be appointed as Dean of the Jurisprudence and Social Sciences faculty of the Alberto Masferrer University during period 2004-2006. Also, he has been trainer of the Judicial Training School of the National Judiciary Council and the Initial Programm of Training for Judges of the Judicial Training School of the National Judiciary Council. He has been professor of Criminal Law, Criminal Procedural Law and Criminology in the José Matías Delgado University, Politécnica University and Francisco Gavidia’s Universities.
